Beyond Decarbonization: Why Adaptation Is Asia's Next Sustainable Finance Priority

Why is adaptation becoming such an important element of sustainable finance in Asia?

While sustainable finance in Asia has largely focused on decarbonization, adaptation financing is emerging as the next frontier. Rising temperatures, flooding, water stress and extreme weather are affecting infrastructure, supply chains and economic activity. Physical climate risk is no longer a future concern but a present reality.

Resilience is a strategic investment priority. From climate-resilient transport and energy networks to water infrastructure, sustainable cooling and climate-adapted urban development, investments are critical to protecting asset value, preserving business continuity and supporting societal safety and stability.

McKinsey estimates that Asia could require up to US$650 billion of adaptation spending annually1 in a 2°C warming scenario, underscoring the need to mobilize substantially more capital towards resilience solutions.

What is the biggest challenge in meeting these adaptation needs?

At Societe Generale, we see adaptation as both a risk-management imperative and an investment opportunity.

But unlike many mitigation investments, resilience projects often create value through avoided losses and enhanced reliability rather than direct revenue generation. The challenge is therefore in transforming adaptation needs into bankable projects. Mobilizing private capital therefore requires innovative structuring, risk-sharing mechanisms and strong public-private collaboration.

Our experience of adaptation projects includes the GBP 3 billion Haweswater Aqueduct Resilience Programme2, designed to secure long-term water supply for 2.5 million people, and our nature-based solutions partnership with Ardian3, where Societe Generale committed EUR 100 million as anchor investor and provides advisory support to scale ecosystem preservation and restoration investments.

What role can Hong Kong play in helping the broader region meet its adaptation needs?

As a dense coastal city exposed to typhoons, extreme rainfall, landslides, flooding, storm surges and sea-level rise, Hong Kong has a direct stake in strengthening its climate resilience and working with other cities to develop best practice. Its own adaptation priorities, combined with deep capital markets and sustainable finance expertise, position it well to support the region.

Hong Kong can play a catalytic role in connecting Asia’s adaptation financing needs with global capital and innovative financing solutions. The Green and Sustainable Finance Cross-Agency Steering Group’s 2026-2028 Sustainable Finance Roadmap and the Hong Kong Taxonomy underscore its growing focus on adaptation finance, positioning Hong Kong as a regional leader in developing the standards and frameworks that can accelerate climate resilience across Asia.
